The “Caspi ruling” states that petitions submitted on a subject in which a petition has already been submitted to the Supreme Court will be rejected. However, over the years the Supreme Court has also chosen different courses of action such as consolidating hearings on petitions on the same issue.
The Movement for Quality Government in Israel has asked the Supreme Court to cancel the Caspi ruling, or at least to establish clear rules for when one must behave in accordance with Caspi and when in different approaches are permissible.
Importance of the hearing: The results of the hearing may have a significant impact on the way petitions are submitted to the Supreme Court in the future and on how organizations and citizens are able to petition the Supreme Court on important public issues, to the extent of seriously damaging the status of public petitioners in Israel.
The hearing will be held before an expanded panel of seven judges.
